The first day of part 2 of the Conference is moderated by Thomas J. Main, Professor of School of Public Affairs. The speakers include Paul Finkelman, Professor of Albany Law School, and Mark Graber, Professor of the University of Maryland School of Law. Panel discussion and open questions follow the speeches and is moderated by Thomas J. Main.
